The Board is responsible for the budgeting and allocation processes. In order to pass, all budgetary actions require a 60 percent affirmative vote of all eligible votes, provided that this represents an affirmative vote of a majority of the organizations represented on the Board. “To adopt or amend any budget, or to authorize any disbursement of funds which would exceed any adopted or amended budget, shall require the affirmative vote of 60 percent of all eligible votes, provided that this vote represents an affirmative vote of a majority of the organizations represented on the Board of Directors under the provisions of Article I [of the Bylaws]” (Article V, Section 4 in the Bylaws Appendix G).
All budgets, Board-approved projects and amended projects must be submitted to USDA-AMS for approval. Board-approved projects and amended projects that include international activity and/or travel must be submitted to USDA-FAS for approval. All submissions to USDA are made by the USB Program Director on behalf of the Board.
